AI assistants have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.
Study Shows Consistent Bias in AI Suggestions
The four chatbots tested by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog explained in a report released ahead of the late October vote.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these political entities, the report indicated.
Official Warns Against Using AI Chatbots for Voting Guidance
The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”
Election Context and Party Dynamics
Netherlands citizens vote on October 29 in an electoral contest that will be closely watched around Europe for the performance of the Freedom party.
The far-right party of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.
All major parties have rejected a coalition with the PVV, implying the party that comes second is most likely to provide the next prime minister.
Unintentional Bias Attributed to Chatbot Functioning
The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
